It may come off as screwy to us, but I don't think it's meant to be 
deeply screwy by JKR, as she has no qualms about answering that 
question straight out, at the World Book Day chat:

Rorujin: Did Wormtail used Voldemort's wand to kill Cedric? Is it why 
Cedric comes out of Voldemort's wand even though was Wormtail who 
killed him?
JK Rowling replies -> Correct!

Of course, if you want to argue for multiple Wormtails, go right 
ahead... :)  But it's far simpler (and Faith-based) to assume one 
Wormtail, the one we know of, and he kills Cedric, end stop.
