Because DD knows that consequences could be dire. Remember how many 
times he warned Harry and Hermione not to be seen in PoA. The only 
reason why he let them do it  was because such action already 
happened on the timeline (like it was discussed many times - Buckbeak 
did not die the first time around, etc.)

If I were to choose from Dumbledore's possible pwoers, I would 
definitely pick the power of do something with time.
