Well, actually HE was there himself, and Arthur Weasley who'd taken
him there, and everyone in the wizen-whatchamacallit was there too. 
So during a working day there would likely be people around that
area.

That happened in the middle of the night.  The Sirius-vision happened
in the afternoon.
