I think that LV probably enjoys using the Cruciatus curse and uses
it even though he can get the same results by another means...I read
the quote cited above to mean that he tortured Bertha...which is
what damaged her body beyond repair...and as for the Longbottoms,
torture wasn't useless - it couldn't work on them, because they
didn't actually know where LV was...
