That does seem to be a likely assumption. But likely assumptions
often turn out to be wrong in JKR's world. It would be more interesting 
if the "wealthy man" turned out to be Dumbledore. Why he would be 
holding it, I don't know, but the reason would be fascinating I'm sure!

The other likely possibility is that this was a throwaway line, there
to explain why the house was vacant and available for Voldemort to
use, and the wealthy man is some anonymous muggle we'll never
hear referred to again.
