DuffyPoo:
Dumbledore says he has no power to overrule the Ministry.  If the Ministry wanted the Dementors at Hogwarts they would have been stationed outside the gates whether DD wanted them there or not, IMO.  His agreement to let them be stationed there was only an agreement in that he knew there really was nothing he could do about it so he may as well 'look' like he agrees.  The Ministry, IMO, wasn't as interested in protecting HP (for all Fudge's hot air in the Leaky Cauldron) as they were in getting Sirius back into Azkaban and remove the black mark his escape made against them.
