It's tied into the 'Possession' idea.
Tom is Tom, but Voldy is Tom plus an evil entity (probably essence
of Salazar Slytherin) that possessed him when he entered the Chamber
as a schoolboy.
Since Salazar's undead spirit has been around forever - well, for
centuries
anyway, and since it's more or less immortal (hence Vapor!Mort after
Godric's Hollow and the Philosophers Stone episode), Tom's submission
to it means that he is now part of something that pre-dates him and
is also
his future.

Riddle's line in COS is one of my favorites in the books - but it
still quite doesn't make sense.
If what you said is in fact what he meant with those words - wouldn't
it have been more correct for him to have said: "*Salazar Slytherin*
is my past, present and future" ??
At 16 Voldemort can not be part of Riddle's past and present.
Slytherin can - but not Voldemort.
