1.) Dumbledore or Lupin has gotten him a wand.  Either of them would know 
the wood/core combination (I assume) of Sirius's wands.
2.) Peter Pettigrew has held on to Voldemort's wand all these years.  I 
don't think it's entirely inconceivable that Lupin would have held on to 
Sirius's, or at least an older wand of Sirius's. "

I think Sirius probably had his wand with him when he was captured.  It would have been broken or at the very least taken from him.  He was going after Pettigrew, after all, and while I wouldn't put it past Sirius to kill Wormtail with his bare hands, it would have been quicker with a wand. ;-)
