You have a very good point. It is consistant with Wormtail's insecurity/fear which seems to 
drive much of his behavior.

I always took it to mean there was some amosity between Wormtail and the adult Malfoy or 
Goyle. To me that attack and the attack by the fake Moody on Drago in book 4 have 
similarities.
