Harry raised his eyebrows AFTER Snape started attacking him. Snape
says 'Harry Potter. Our new - celebrity", (yes, I consider that
sentence to be the beginning of carefully prepared verbal attack)
then delivers the speech, THEN "Harry and Ron exchanged looks with
raised eyebrows".
Harry did not even raise the eybrows at Snape and even if he did, I
disagree that it would justify what Snape did to him.
