As far as magic, in Hagrid's case, his magical education was stopped
before he had his qualifications, and his wand was broken. So, I'm
not so sure that Hagrid is banned from doing magic, he is banned from
having and using a wand which in effect is the same as a ban on most
magic.

According to Hagrid, himself, he is not allowed to use magic:
(PS/SS, Ch4) [after giving Dudley a pig's tail] "Be grateful
if yeh didn't mention that ter anyone at Hogwarts," he said,
"I'm er not supposed ter do magic, strictly
speakin'. I was allowed ter do a bit ter follow yeh an' get
yer letters to yeh an' stuff one o' the reasons I was so
keen ter take on the job "
(PS/SS, Ch5) [after telling Harry he flew to the rock but they would
take the rowboat back] "Yeah but we'll go back in this.
Not s'pposed ter use magic now I've got yeh."
According to some of our British members, I've been told that
there are no *qualifications* to complete school that is an
American practice. Remember that while Fred and George were "of
age" when they left Hogwarts, they hadn't completed formal
schooling but were not banned from using magic.
IMO, he was banned from using magic as a penalty for his
"crime".
