I believe "observe" is too strong a word. "Easter" in the series is 
but a name traditionally used to denote a break between the two terms, 
as for Christmas it takes the most secular form imaginable. I think 
even "pagan wizards" should they chanced to be at Hogwarts on 
Christmas Eve wouldn't mind kissing under Mistletoe and opening 
presents.
