I wonder what happens to all the people that decide not to go to 
Hogwarts and become wizards? Do their powers get zapped away by the 
Ministry? Or do they need to take some kind of medication to keep it 
under control?

I wonder if this is what Dumbledore held over Petunia to keep Harry in 
their house?
