I think that Petunia was not magical enough to attend Hogwarts, but 
at the same time she really didn't want to go there. She resented 
magic and IMO it was the reason she was 'sapped' of her minimal but 
still existing abilities. The whole theory is in a post number 
137369 (link above)

Just my opinion, but i'd be glad to know what others think of it.
