It is possible that the jinx on teh DADA position is only strong when  voldie 
is in power or attempting to be in power. and the 10 years while voldie  was 
hiding out in some place pocessing rats and snakes the jinx went into  
temporary hiding because he didn't have the power to enforce it so to  speak.
