Does Snape bully Neville in HBP?

Oh, I know why:

Mainly that Snape doesn't wish Dumbledore to know beyond doubt that 
he bullies a student. Now that Harry's having private Lessons with 
Dumbledore and Slughorn is having his Club (where Neville, Harry and 
Hermione are all invited to) some adult would definately know and do 
something about it.

In addition, you never know what Neville's emotions running high 
could do -- an *accident* in his class, probably even one that has 
Snape knocked out unconcious? Anyone would let Neville off and call 
it accident (Neville has the *accidental* reputation) - whereas... 
well, Snape is beaten by a student AND chastised for bullying?
