Pippin:
I agree that LV could easily have killed Arthur if he'd wanted to. 
He had a very good reason to leave Arthur alive. He had just 
become aware of the Harry link and knew that Dumbledore 
would want to block it. He knew Harry would resist closing off the 
link if he thought it had saved Arthur. 

It doesn't matter who Athur tells about the snake, since the 
Ministry could claim that the snake was Imperius'd by Sirius.
