Winky is supposed to be doing.  Or that Dobby is supposed to 
be doing when he is taking care of her.

I think Dumbledore's point is that among the choices people can 
make is robbing other people of their freedom. If you steal 
someone else's freedom, then  you have some  responsibilty for 
the choices they make.  

Dumbledore allowed Harry to choose which House to belong to, 
even though he might well have chosen Slytherin; he returned 
Harry's cloak and the key to his Gringotts vault though Harry 
might well have used them unwisely, and in this he behaves very 
differently from Sirius, who will not free Kreacher or even treat 
him with respect.
