Harry can not go back in time and save Sirius because Sirius IS 
dead. If Harry were to go back and save him, we would have seen the 
affects of it. Unless Harry is somehow hiding to catch Sirius before 
he falls into the veil, and hide him from his past self, it is 
impossible for Harry to go back and save Sirius.
