Ahem. In Britain it is illegal (ie contravenes building regulations) for 
a windowless room to be used as a bedroom. Rooms without a window are 
classified as 'non-habitable', and can only be used as a toilet, 
bathroom, or for storage, etc.

So on this point alone, the Dursleys are in trouble regarding their 
treatment of Harry. Especially as there are TWO unoccupied bedrooms in 
the house.
