It's not that the "room" had no windows, it's that the "room" was so small. It's not even big enough for Harry to stand upright in. I don't know how it is in other countries, but in America, if people keep their animals in conditions like that, they loose thier animals.
I know wizards can magically expand small spaces, but as Harry is underaged, he would get in trouble for that. My question is why didn't Dumbledore do it?
