shell throughout GOF, and her blossoming in OOTP wasn't at all a
surprise to me.

I would agree with you, if only Jo had had Ginny's character
included in the following scenes at the World Cup... there, Jo had
her falling asleep and spilling her chocolate drink while the rest
was still chatting over the Final game... I mean, her
characterization is that of a little girl, not one of a girl only
one year younger than Ron and Harry!
Also, during the match Ginny was not included with the Trio, she was
only mentioned being consoled by Bill when the Irish Seeker got
hurt... again, in tune with the "little sister" image... Jo could
have effortlessly included her, even if only by name and not
dialogue, but she didn't.
