I think that Bertha told LV that Harry was going to the Quidditch World  Cup. 
She works for Fudge and the ministry and probably known that her boss got  
the tickets for the Weaslys' as well as Harry and Hermione. Bertha knew  
everything that was going on and told LV that Harry would be there.
