The first person that comes to my mind is Lucius Malfoy. He seems to spend a lot of time 
at the Ministry given that he doesn't work there, and gets lots of information. I am sure 
Bangman would not have kept it a secret that he had given the Weasleys some tickets and 
that Harry was coming with them. He could have told Malfoy directly, although more likely 
he told Fudge and Malfoy got the information from him.
