I think Dumbledore wore it as a reminder that he knew something about
horcruxes and that Voldemort would certainly be looking for him. Sluggy
was on the run for a reason. If V believed that he was the only person
who knew that he had been asking about horcruxes as a youth, he would
have been at the top of the list of Voldies things to do.
