House-elves are bound primarily to the house (thus the name), and  
secondarily to the family.  They can certainly leave their houses for  periods, 
especially to accompany the masters (note that in CoS, Chapter 18,  Lucius Malfoy 
brought Dobby with him to Dumbledore's office.
 
Sirius, IMHO, could not order Kracher to Hogwarts, but Harry, now the  master 
of 12 GP, could order Kreacher to accompany him to  Hogwarts.  Kreacher would 
have to return to 12GP when Harry left  Hogwarts.
