The answer to that is in the first chapter of the
first book. Of course he is powerful enough a wizard
to make them, he would just never do something so
horrible.

I think after this book the Horcruxes and Unbreakable
Vows are flying right and left, much in the same way
as Veritaserum was flowing around till JKR put stop to
it.
