There are several other stooped wizards mentioned . . 
I always assumed that it was Mr. Borgin. Chummy with Malfoy SR. in COS. 

COS, p51 US.ED. "A stooping man had appeared behind the counter, . . . 
Mr. Borgin". Perkins while not described as stooping has lumbago 
(Painful lower back condition)GOF US.ED pg 80.  And POA US.ED. pg 42 "A 
stooping figure bearing a lantern . . . It was Tom, the wizened, 
toothless landlord."
