Here's *all* we have from Sirius on the matter:
'Was he killed by an Auror?' Harry asked tentatively.
'Oh, no', said Sirius. 'No, he was murdered by Voldemort. Or on
Voldemort's orders, more likely; I doubt Regulus was ever important
enough to be killed by Voldemort in person. From what I found out
after he died, he got in so far, then panicked about what he was
being asked to do and tried to back out. Well, you don't just hand in
your resignation to Voldemort. It's a lifetime of service or death.'

While we don't know what source Sirius turned to for the information
that Regulus panicked and tried to back out, the information came to
Sirius after the fact. So it seems clear that Regulus didn't himself
contact Sirius after he'd made his decision to leave. Thus, we
really can't know what his motivations were. He might just as well
have had a true change of heart but never got a chance to express it,
no?
