Of course you could. Ron & Hermione refer to Dumbledore saying to
treat him with kindness, but the last part is never mentioned. Sirius
said that they couldn't free him because he knew too much, but didn't
attribute it to Dumbledore.
The quote you mentioned is Dumbledore essentially saying "I told you
so" well after the fact, when the one person who could definitely
confirm that statement is dead.
Not that I neccessarily think Dumbledore is a habitual liar. I just
wanted to point out that the case could be argued...
