Funny, I seem to recall a fair number of not-yet-seventeen-year-olds 
learning to Apparate in Hogwarts's Great Hall. Case in point: Harry.

Corralling preschoolers is just plain difficult. With or without 
Apparation or childproof gates. Apparition is probably beyond the 
capabilities of your average child, as they don't yet have the sense 
of This-is-Me that is apparently required to get to your destination, 
and it's certainly beyond their capability to focus magic as they 
don't yet know how.

And how would you build a child lock into a spell?
