Voldemort - the child

  I was wondering why did Dumbledore want Voldemort to be a student at his new school. Is it because all of the wizard-kids go there or did Dumbledore realize his potential ? 
   
  While he was in school, nobody understood the kind of danger he was and they never actually tried to stop him (remember the episode when Hagrid got expel from Hogwarts school because of Voldemort). It seems like he was perfectly able to hide his true nature even from Dumbledore
