  Which brings me to the point: why did Dumbledore allow, or even, 
  suggest, that Harry and Hermione would go back in Time and change 
  history, that particular time? Why was it ok then, but not ok, say, 
  to save Cedric or Sirius or Harry's parents?

  Since they hadn't been killed yet, that's why Harry & Hermione were able to
  change history. IMO.
  I don't think it would be possible to go back in time & bring the others
  back to life since we know they have been killed.
  Just my thoughts.
