Octavius Pepper

Most of the people missing or killed since LV's return are already 
known to us; but I have not been able to find anything on Octavius 
Pepper whom the trio found out to have vanished in HBP chpt. 21. All 
of Jo's previous references to Pepper throughout the series have to do 
with heat, fire, steam. Anyone have any ideas on why LV may have taken 
Octavius? Could there be any truth to the fire army Luna mentioned in 
the past.
