Where did that come from? I didn't think there was any consensus
on what the essence of the Dark Arts is, either in the books or
outside them -- the term seems to be applied to any magic of 
which the speaker does not approve. 

Hermione worries about any spell that doesn't have ministry
say-so, Umbridge wants to make the ministry's approved spell
list even narrower, and Harry only decided the Prince's book 
was full of dark magic after he found out who wrote it. 

Sectum sempra is undoubtedly dangerous, but is it more
dangerous than "Reducto!" would be if you used it on an enemy?
