To me there is a huge difference in saying, I have difficulty  
understanding his accent and I have trouble understanding me because  
he grunts incomprehensibly. They are lying to plot to bring about his  
sacking. Although I am quite sure Umbridge could have managed it by  
herself, Draco's gang were actively trying too.
