Fungus "breed" by scattering their spores in the wind.  JKR could be telling 
us that the mist, as she sees it, is a direct result of the huge number of 
spores the dementors are releasing...  If they breed like fungus then this 
isn't a flint, IMO.  Seems kind of reasonable in fact...  :-)
