I think that Aberforth WAS the barman...until shortly after the
prophecy. Why wouldn't Voldemort come to get Aberforth's memory of the
prophecy? And if Aberforth refused? Perhaps transforming to a goat
would be a suitable punishment for the brother of Voldemort's old
transfiguration teacher...just another example of something Voldemort
could do that Dumbledore couldn't fix. (smirk)
