Also, were I a Muggle parent and knowing about the dangers of Voldemort
which crosses over into the 'Real' world, I would have to consider that my
child would be safer staying in school and learning the thinks needed to
keep himself or herself safe.

Leaving reality aside, being that this is a work of fiction anything goes to
make the plot. I have yet to see magic happening around California, but that
doesn't mean I will stop looking for it :)

In this context I have always believed that the school was safer.  I mean 
the kids are not allowed to do magic outisde of school.  How are they to 
protect themselves? At Hogwarts they are surrounded by magic and those who 
can protect them in ways that parents cannot.

As a parent, I would want my kids with me, but, in another way I would want 
them to be where they are most protected and if that would be at 
school/Hogwarts, then so be it.
