Bart:
	I recall Harry asking the same question, and being told that all they 
can tell is if magic is being practiced or not, and normally leave it up 
to the parents to control it (note that Ron and his brothers played 
Quidditch in their backyard while underage). In Harry's case, any magic 
that takes place in Harry's house is just assumed to be Harry's doing, 
with the burden of proof on Harry to show otherwise. In the case of 
Dobby, he never had the opportunity to prove that it wasn't him.

	Bart
