   Ogden, Tiberius
Wizengamot elder (OP15) and friend of Tofty, a wizard with the 
Wizarding Examinations Authority.

He was with Griselda Marchbanks in resigning from the Wizengamot 
when Umbridge was appointed as Inquisitor at Hogwarts (chapter 15 of 
OP, page 308 of US paperback edition). And since Harry was 
apparently tried before the full Wizengamot, Ogden would have been 
present and heard about Harry's ability to produce a Patronus.
