What if the purpose of the switch was less to protect the Secret Keeper
than to expose the spy? Sirius suspected that Lupin was the spy, but
couldn't prove it. What better way to catch him than to pretend to 
reveal the secret? Voldemort would attack the wrong house, the Potters
would remain safe and the spy would be revealed.
