JKR said, that the person will do magic in "desperate circumstances".
Therefore I don't think Voldemort will offer anyone to give them
magic, if they fight for his side. I highly doubt, that's even
possible, otherwise you would think that Filch already had asked
Dumbledore to give him some magic. I am and always was a fan of the
theory, that it's Filch, for two reasons.
a.) He's a bigger character than Mrs Figg and therefore it seems more
likely to me, that he will do something important.
b.) Mrs Figg seems to be a pretty strong character even without the
magic. I kind of admire her for rushing to help, when she realized
there were Dementors around, even though she knew that she was
helpless. She found her niche in life even without magic, while
Filch, in spite of having a secure job, doesn't. Therefore, IMO Filch
needs the magic more.
I think both Hogwarts and the Dursley house will be attacked in book
7 and therefore both Filch and Figg are still legitimate candidates,
but I would prefer Filch.
