Yes, Snape did.  He suspected Lupin would fall in with Black's evil
plans (whatever they might be) because Black is a strong personality
and Lupin is a spineless wuss.  He didn't have to think Lupin was a
DE-wanna-be, all he had to do was assume he was weak.  As he
indicates in HBP when he makes reference to Tonks' new patronus.
 
Magda (who would love it if ESE!Lupin turns out to be true but is
sadly not optimistic about it...)
