Wouldn't that have to do with how you perceive Legilimency? If you notice
when Dumbledore does Legilimency to Harry, or Snape with Harry, they bring
round the subject first (is there something you wish to tell me Harry),
which makes Harry bring the subject matter to the front of the brain
allowing the Legilimence factor to be used. At least that's how I perceive
it given Snape's statement that Legilimency is not like mind reading…
therefore Voldemort would not be aware of the debt that Peter owes Unless
Voldemort brought up the subject so he could gain access to the information.
