Why are you so sure that Snape made up that rule? From
what we've seen of Madame Pince, it would not surprise
me at all if there was a genuine library rule like
that.

(Oh, and since when preventing Harry from reading a
book added to his misery? I thought he is most
miserable when forced to read something. ;-))
