Have you ever noticed that the combined forces of the Order and the 
Ministry can't locate LV?  To get at him, LV had to come into the 
open.  To come out, LV had to be convinced that DD was dead.  So DD 
concocted this plan with Snape.  DD knew LV couldn't read Snape's 
mind, nor his.  But LV could read Harry's.  They had to convince 
Harry that DD was truly dead for LV to believe.  So the whole bit in 
the tower was an elaborate deception to convince LV that DD is gone 
and that he, LV, can come out of hiding, where the good guys can get 
at him.  DD is not dead and Snape is essentially good.  That's my 
story and I'm sticking to it!
