Pippin:
Sirius does not suspect every member of the Order. He thinks that
Lupin is the spy. But it seems that he couldn't prove it, or he would
have either confronted Lupin or taken the evidence to Dumbledore.
If Sirius gives a fake secret to Lupin in his own handwriting, and
Voldemort shows up to attack that place, then Sirius will have proof.
