But if Dumbledore is concerned enough about Harry's safety to put a 
tail on him, he should have told him to stay in the house before all 
the reformed OoTP nonsense, before Harry even left school.  Or as 
first priority once the OoTP reforms:  Keep Harry in his house.  Ron 
and Hermione send him owls, so we know they haven't stopped all 
communication to Privet Drive.
