  She said that but I don't see the parents (especially if they aren't magical themselves even if they came from a magical family) jumping up and down "We have a witch in he family...yay!"  I think that it was merely Petunia's jealousy that sparked her to say such things.  She didn't like the fact that there was something special about Lily.  It made her upset.  She felt that Lily was always the favorite and this just put the nail in the coffin so to speak.
